In Seaford state animal welfare authorities found 43 dead dogs and another 31 who were still alive and one cat.
The Salisbury Daily Times reports that 27 of them were severely ill and received emergency care.
But one of them had to be euthanized.
Delaware state authorities say that they expect charges to be brought when their investigation has been completed.
