Video Captures Baltimore County Police Shooting

ESSEX, Md. (AP) - Surveillance video shows that the passenger who exited a car during a stop had his hands up and then dropped them before a Maryland officer shot him.

Baltimore County police released the video from a nearby business Monday.

In the incident early Thursday in Essex, the passenger exits the car and puts his hands above his head, bending down once to place something on the ground.

He stands up and again raises his hands. When he later drops them, the officer fires and the passenger falls. Police identify the officer as Officer Olszewski.

Baltimore County Police don't release the first names of officers under investigation as part of their union contract.
