The battle of the budget in Annapolis is about to begin. Republican Governor Larry Hogan took some sharp swipes at his Democratic predecessor Martin O'Malley at Marc Steiner's Annapolis Summit as top Democratic Legislative leaders took aim at his budget proposal.
