Republican lawmakers have laid out a set of proposals to bring the death penalty back to Delaware.
Under the legislation capital punishment could be imposed for a mass murder that includes three deaths or more, repeat murder offenders, horribly inhumane deaths that include explosive devices and hate crimes.
WBOC reports that state House Minority Leader Danny Short noted that Delaware prosecutors have not been able to seek the death penalty after the state law was ruled unconstitutional.
Efforts to restore or prohibit the death penalty have since died in the Delaware legislature.
Governor John Carney has said he is open to reinstating the death penalty if it includes the death of law enforcement.
