The Delaware Democrat told WBOC that Biden can be personable and friendly with affection that can be misinterpreted.

Carper added he did not believe there was any ill-intent in this case.

Biden has said that he never felt he acted inappropriately toward women, but added, he would listen respectfully to what they have to say.

Assemblywoman Lucy Flores said that at a 2014 campaign event Biden kissed her on the back of the head and touched her in a way that made her feel uncomfortable.
