The measure would define events ranging from concerts and rodeos to carnivals.
WBOC reports that many attended the public hearings scheduled for yesterday but they were canceled due to safety concerns.
The television station reports that Delmarva Power said a small fire caused a breaker to trigger the outage.
Consideration of the special events ordinance will be rescheduled for next year.
