Senator Tom Carper says he will vote to authorize construction of the XL Keystone pipeline despite objections from environmentalists.
The Delaware Democrat says that he battle over the pipeline has virtually made it impossible for congress to address other clean-energy issues.
The $8 billion project would run a pipeline that would carry tar sands oil from northwest Canada to Gulf Coast refineries.
The Senate is expected to vote on the pipeline today.
And the Delaware Democrat has already taken heat from environmentalists with protests outside his Wilmington office.
