ANNAPOLIS, Md. (AP) — A judge has ruled to release some documents in the case of a man who has pleaded guilty but not criminally responsible to killing five people at a Maryland newspaper, but she decided to keep many records relating to his mental health under seal.
Tuesday's ruling by Judge Laura Ripken was made after the Capital Gazette and Baltimore Sun sought to unseal records.
Ripken says public access to the information is important, but must be balanced with the defendant's right to fair trial.
A jury is scheduled in March to determine whether Jarrod Ramos was not criminally responsible due to his mental health.
