The Dover city library is considering hiring armed security guards.
WBOC reports that a city council committee voted yesterday to begin looking at a potential contractor.
The move comes after complaints of alleged lewd or inappropriate behavior at the library.
Supporters of the decision say a man exposed himself to a teenage girl at the library in June.
The call for the security guards follows a decision in May to begin locking the bathroom doors and barring those without proper identification or a library card.
But Herb Konowitz with the Dover Interfaith Mission for Housing told the television station that the latest move would make the library even more unfriendly for those people with the greatest needs
He added that the homeless should not be held accountable for the bad behavior in the library.
