Possible Delay in Implementation of Phospherous Management Program

In 2015 the state of Maryland developed a plan to curb phospherous pollution into the Chesapeake Bay. But, the phase in of the program may be delayed. Delmarva Public Radio's Don Rush spoke with Timothy Wheeler,  associate editor and senior writer for the Bay Journal, who took look at the potential delay next year.
