Just outside the Dover city limits the Victory Church has donate around 4 acres of land for a homeless village. However, while efforts are underway to get permits and support some have reservations about their new neighbors. Delmarva Public Radio's Don Rush spoke with Sue Harris with Delaware Port of Hope which is putting the project together.
