Delaware congressman John Carney defended his vote against a measure that would have restricted the NSA’s collection of phone records.
The Democrat told WDEL that he thought the amendment went too far shutting down the program.
The measure was defeated by 12 votes.
But Carney says he does believe that something needs to be done to deal with privacy concerns.
