There is no tax increase in a $251 million budget plan offered by New Castle County Executive Tom Gordon yesterday.
He pointed to the still sluggish economy saying that now is not the time to raise them.
But he is also planning on expanding police capabilities by negotiating a mutual agreement with Wilmington Mayor Dennis Williams that will make County Police Officers members of the city force and vice versa.
WDEL radio reports that Gordon also says he is adding 19 new positions but is certain the county will save money through contracting out services.
He also hopes to boost the local economy by doing more contracting with area businesses.
