There will be a ribbon cutting ceremony at the new building for the Dover Library this morning.
The $21 million library on Loockerman Street replaces the old facility that was built in 1961.
The Wilmington News Journal reports that it acts as an anchor for a network of smaller municipal libraries in Kent County.
Dover Library Director Margie Cyr told the paper she believes the new facility will attract more people to the area.
She said that the new 41-thousand square-foot library is designed to meet the needs of the 21st century.
To keep teens off the streets the facility will have a teen loft.
There will also be an expanded job search and training center as part of a jobs program by the Small Business Resource Center for those who want to start their own businesses.
