With the announced retirement of Supreme Court Justice Stephen Breyer, many are now looking not only at his legacy but what the future may hold with the promise by President Biden to appoint an African American woman to the bench. Delmarva Public Media's Don Rush talked with Salisbury University Emeritus Professor Michael O'Loughlin about the implications for the high court.
