For many, Joe Biden is a national figure rising from the Senate and going onto to become President-Elect.  But for Delmarvans he a local guy who made good. Delmarva Public Media's Don Rush talked with Joseph Pika, a James R. Soles professor emeritus at the University of Delaware, to take a look at the man himself. (Part 1)
