Norfolk, Virginia is embarking on a number of projects to defend itself from the next 100-year storm. In our weekly series with the Bay Journal Delmarva Public Media's Don Rush talks with reporter Lauren Hines-Acosta about the projects and some of the disputes that have arisen.
